Digital HOTS/LOTS

In the Evaluating level on Bloom's Digital Pyramid - they have a link to UTUBE.  Do you think this in the correct level or should it be in Creating????  What are your thoughts?   Here is a link to Bloom's Digital Pyramid  http://www.usi.edu/distance/bdt.htm .
